FORUM QUAM 2012 Seminar and discussion forum on artistic practices, educational programmes and social space.
There are certain practices which bring together art, education and activism in social space. Such practices have been incorporated within institutional spaces, both artistic and educational. Relationships between the two (institutional spaces) may be based upon a space of negotiation, responding to the need to expand their boundaries, and to the will to connect with the social context . If the aim is to introduce new dynamics, the relationship between art institution and educational institution must be realised through the fields of research, production and debate, and not only through the exhibition. When promoting projects connecting art and education, the objectives of each of these spheres, and of the commons, must also be considered. Different rhythms, different processes, different results may, at a certain point, synthesize, conceptualize and formalize experiences associated with both. Ways of doing which multiply through inter-relation.

Wikpolis. Cartographies and collective creation of the social space
One contemporary experience that has clearly caused great changes in the social, political and cultural contexts is the practice of building tools and computer technologies based on open source. A mechanism based on the sharing of results and processes, where the achievements of a group or an individual are also starting points for others. A succession of connected elements mixing creativity, skills and material production, built and consumed through a shared experience. One element allowing the generation of content, based on collective experience, is the wiki. A wiki is a website which allows creating and editing any number of web pages connected to each other, sharing a common language and allowing access to a control group. From this perspective, the construction of tools, tactics and collective practices applied in the context of the city, will be the subject to be discussed in the forum and project workshops in this edition of Quam 2011. Wikpolis translates the possibility of meeting and proposing projects focusing on this option of the node to the context of space and the policies that regulate it, providing with the opportunity to create new shared strategies for modifying social and cultural context.

Forum
The forum includes several guests and a number of projects selected by an open call. Both cases involve a series of projects or reflections from artistic practice, architecture, design, activism, social practices intervening in the city, responding to the two themes proposed for this year:
- Cartographies and political representations of space, to represent or influence policies regarding the use of space. References to works revealing latent conflicts in rural and urban space and generate maps that help to interpret them.
- Collective creation in the social space, referring to self managed social processes which use mapping tools to enable collective strategies, building a network and seek alternative systems for citizens.
This dual approach leads to several issues regarding the relationship between citizenship, creative practices and processes that influence the social space: Can the city be designed and built from the logic of shared creativity and open source? Who may participate? How to organize a joint project? How can existing practices be mapped in an area? Self-sufficiency, co-responsibility, alternative practices ... what relationships could we establish with the administration? How can you build new cultural practices? Could these transform the social space? Can alternatives to current economic models be generated from the perspective of applied creativity?

This workshop aims to create the conditions to begin a process of participative research , reflection and proposition starting from different concepts related to "human scale development": being, to have, to make, to be / subsistence,protection, affection, common sense, participation, leisure, creation, identity, freedom. These concepts proposed by the economist Manfred Max-Neef are an alternative to the traditional models applied. The workshop focuses on leisure, a subject often trivialised and little appraised but which represents a fundamental element in the holistic development of people and of their systemic context: spatial, temporal and collective.

Art and Citizenship, open source in public realm
The city as public space is a place of refuge and shelter, negotiation and conflict, integration and rejection, space to share and space to be conquered, of quality of life and of segregation, of creativity and of destruction, of compromise and of revolution, of transience and residence, of solitude and community. It is above all a place for every inhabitant to exercise their rights as citizens
The artistic practices that affect social space are intimately linked to the city and to social and cultural policies. All these elements sustain a relationship of mutual interaction and dependence. Under this postulate the concept of citizenship would be treated from the viewpoint of the artistic practices that work on this line from areas such as representation, participation or direct action; and in relation to other agents who consider citizenship a subject of analysis in the social and political context.
The condition of citizenship lies under the conflict. Conflict does not exist without a consciousness of one’s identity, and a sense of belonging to a concrete group with some common social, cultural and political goals. The changing scenario of our cities with the visible presence in public space of cultural and ethnic multiplicity causes social mobilization in order to redefine the concept of citizenship and to reach new spaces for representation. The relationship local-global, national-universal affects the logic of the expanded citizenship and affects, also, the artistic practices that try to find in the city a means of action.
Artistic and creative practices are often little involved with the social context and their presence in the educational field is limited, which does not help to solve certain antagonistic problems of communication of these types of practices with the citizenship. Open source in this context refers to the possibility of modifying collectively, of constructing together meanings and representations in the mutable complexity of the social context of the city.
This seminar is conceived from two perspectives, that of artistic practices and that of sociocultural practices, very often little connected. Artistic practices point out possible proposals, from unvealing latent situations, to bringing solutions, to promoting strategies and applicable guidelines which can take shape in cultural or social policies. Social and cultural practices are aimed at promoting imaginative situations in order to increase the intercultural |relationships or communication among the different forms of citizenship currently existing in public spaces.
Exploratory lines: - Experiences that bring up alternatives to the conflict between citizenship and artistic practices. - Artistic practices in the social space, among interaction, participation and mediation. - The conflicts of citizenship in the social, cultural and political context.
Aimed at: The seminar and workshop are aimed at artists, social researchers, educational workers, cultural managers and different creative workers interested in promoting actions affecting social, cultural or spatial policies. Also to media, politics, anthropology, pedagogy, sociology, design, architecture, art students and students from other disciplines who may find these subject of common interest.
